This technical specification defines a qualification scheme for organizations, here deined as "economic operators", involved in the production chain of biofuels, other than biomethane, bioliquids and their intermediates and by-products produced in a sustainable way according with European and national criteria. It gives also requirements for the implementation of a traceability system that allows an organization to comply with the requirements requested and describes the requirements of mass balance management. It describes the requirements of accounting management, with or without physical segregation of products, the mass balance implemented in the European and national legislative framework. It is applicable to a single economic operator and to a group certification in line with the relevant legislation. The applicability of this technical specification takes advantage of the existence of any management systems (e.g. UNI EN ISO 9001), where they already exist with the economic operator, and can therefore be considered, from this point of view, supplementary to them for all specific aspects linked to sustainability criteria. This technical specification does not define specific sustainability values or calculation methods, but requires that both values and methodologies, however defined, are managed by the economic operator in order to assure the conformity to the legislative principles and to guarantee traceability and clearness.
