The technical specification provides guidance for defining the periodicity of inspections and maintenance of pressure equipment on the basis of risk assessment related to the actual state of preservation and efficiency of the equipment. The technical specification adopts the guidelines for risk-based inspection and maintenance defined by UNI EN 16991:2018 and provides indications for its specific application to the pressure equipment industry in the Italian national legislative context. The methods reported in this technical specification can be used for the purpose of: - apply for the derogation as per art. 10 paragraph 5 of Ministerial Decree no. 329/2004; - apply a different inspection frequency with respect to Tables A and B of Ministerial Decree no. 329/2004 for continuous cycle production plants and those for the provision of essential services when required by the applicable legislation. This technical specification can also be used by manufacturers of pressure equipment to determine the most suitable inspection intervals in relation to the intended use following the risk analysis. The technical specification includes, in annex A, the requirements that the organisation operating the plant on which the RBI analysis is to be implemented should first assess in order to ensure the suitability of its management system to proceed with the application of the RBI methodology.
